We like Montana's. The kids can colour on the table (the table "cloth" is paper for anyone to write on). Their kids menu is really big and price is very reasonable. The "kids eat free" day also has a face painting person that also do baloons sculpting (ok, I don't know how you call them but they're great!).
I totally disagree with Jack Astors. The food, here in town, is horrible. Also, it's more a bar than a family restaurant. I wouldn't bring my 20 mths old and 5yr old kids there.

Although they are now in their twenties we have been going to the Lone Star Restaurant (Ottawa, Toronto, Kingston that I know of for sure) with our kids since they were babies. Great food, fajitas and chips and salsa that was easy to share as a family. A little bit noisy and lots of activity which was nice when they were little as it kept them amused and meant that we didn't have to worry if they were a bit loud themselves. They always liked checking out the tortillas making machine.
